Traffic stop leads to drug charge

40-year-old Franklin Joseph Salas, is facing a drug charge and two separate theft cases following a traffic stop in Mangilao, according to a magistrate’s complaint filed in superior court.
Police say officers stopped Salas’ vehicle Sunday afternoon along Route 15 after observing traffic violations. During the stop, a drug detector dog alerted to the driver’s side door, where officers later recovered a small amount of methamphetamine. Salas was arrested at the scene.
A records check showed Salas was also wanted in two open theft cases from 2025. In one case, police say Salas pumped $77 worth of gas at a Yigo gas station and left without paying, leaving behind his wallet and identification. In a separate incident about a month later, officers say salas pumped more than $155 worth of gas at another Yigo station before leaving without paying and leaving his passport behind.
Salas was charged with possession of a schedule II controlled substance as a third-degree felony and two counts of misdemeanor theft.
