A public hearing is now underway for Senator Chris Duenas’ Bill 235. The measure proposes amending a section of Public Law 36-60—specifically addressing pre-development stage duties for the Simon Sanchez High School project.

The amendment targets Section 8, which would authorize an appropriation of just over $16.3 million from the net projected unobligated Fiscal Year 2025 General Fund revenue balance.

The funds—as identified in the June 2025 Consolidated Revenue and Expenditure Report—would be used for Sanchez High lease-back payments and related pre-development expenses.

The public hearing is scheduled for January 8, 2026, at the Guam Congress Building.
