PUC approves GPA rate changes; average bills up about $8
The Public Utilities Commission has approved a set of rate changes for the Guam Power Authority that include a base rate adjustment and a reduction in fuel charges, both set to take effect January 1, 2026.
The PUC says the approved rates are designed to support long-term infrastructure investments, including continued work on the Ukudu Power Plant, while maintaining reliability across Guam’s power system. For the average residential customer using about 1,000 kilowatt-hours per month, the combined impact of the changes is expected to result in a net increase of about $8 a month.
PUC chairman Dr. Jeff Johnson said, "The Commission worked to balance the need for system upgrades with the impact on customers, noting that fuel cost reductions are helping to offset the rate adjustment and provide relief to ratepayers.” Officials also pointed out that customers have already seen savings throughout 2025 due to several earlier reductions in the fuel charge.
GPA says once the Ukudu Power Plant is fully commissioned, the new facility is expected to reduce fuel consumption, improve efficiency, and help stabilize power costs over the long term.
