GHURA is proposing updates to its CDBG-DR “Fix In Six” action plan — and the changes trigger a 30-day public comment period starting today. 

The agency says the “Substantial Amendment No. 01” would affect five existing programs, add program details and eligibility for economic revitalization, and consolidate one infrastructure program to improve efficiency — based on recovery needs identified since HUD approved the original plan back in August.

Among the proposed housing updates: GHURA would raise the maximum assistance for owner-occupied rehabilitation and reconstruction — from $300,000 to $350,000 — and expand eligibility to include an “urgent need” national objective, with the potential to assist households earning up to 120% of area median income in later phases, depending on funding and HUD approval.

The amendment also outlines support for multi-family housing development — including acquisition, rehabilitation, and new construction of affordable rental units — with details on how beneficiaries would be prioritized in future phases.

On the infrastructure side, GHURA proposes consolidating FEMA and HMGP local cost share assistance into a single program to help cover non-federal match requirements and speed up recovery projects tied to Typhoon Mawar.

The proposed amendment is posted on the CDBG-DR website, and public comments must be received by January 23rd at 11:59pm. A public hearing is also scheduled for Wednesday, January 7 at the Sinajana Learning Resource Center.
