On the heels of the Simon Sanchez High School rebuild delay, the Department of Public Works has released all related documentation for public review. DPW director Vince Arriola says, “We want the public to see the process for themselves.”

The agency confirms that the full procurement record—including evaluation documents used to select the highest-ranked proposer—has been posted in an effort to reaffirm public confidence.

As KUAM News previously reported, General Pacific Services filed a procurement protest, triggering a stay on contract execution and delaying both the demolition and groundbreaking for the new Sanchez campus.

In response, DPW says "While DPW cannot comment on the motives of any unsuccessful proposer, the department notes that the current delay is solely the result of the protest action filed by GPS, not a failure of the government, not a failure of the evaluation committee, and not a failure of the procurement process.”

The agency further maintains it remains committed to moving the project forward, and will continue working closely with GDOE, GEDA , the evaluation committee, and the Attorney General’s Office to resolve the protest “as quickly and as lawfully as possible.”
