GEC completes recount: Brown beats Pangelinan by 2 votes for 15th seat

It's been just over two weeks since Guam's General Election, and Decision 2004 hasn’t exactly been completely decisive. However, just after 8pm Wednesday the Guam Election Commission said they think they have a winner.

GEC executive director Gerry Taitano says the final totals of what's become known as "Recount 2004" show the 15th and final spot in the forthcoming 28th Guam Legislature going to incumbent senator Joanne Brown (R). Taitano says Senator Brown garnered just two votes more than Speaker Ben Pangelinan (D) in the recount race.

Earlier, before the final two precincts were counted Brown led Pangelinan by seven votes. Taitano assured KUAM News that the 13th and 14th spots were not affected by the additional votes counted. He says after all of the tabulators on staff meet on Thursday morning, he will ask the Guam Election Commission's Board of Directors to certify the results for the 15th legislative seat at 4:30pm.

Senator Joanne Brown, prior to the recount, led Speaker Pangelinan by a total of four votes.
