In a continued push for greater transparency, local input, and federal collaboration, Congressman James Moylan has secured several critical provisions for Guam in the House Armed Services Committee’s markup of the Fiscal Year 2026 National Defense Authorization Act. 

Among the highlights is an amendment requiring the US Department of Defense to notify both Congress and the Governor of Guam at least 180 days in advance of any proposed placement of nuclear reactors on island—an effort to uphold transparency and ensure early engagement with local leadership.

Additionally, Congressman Moylan has introduced a measure mandating an annual report from the commander of Joint Region Marianas detailing infrastructure projects of shared military and civilian value, developed in consultation with the Office of the Governor.

In response to Governor Lou Leon Guerrero’s earlier request, the committee report also supports establishing an economic adjustment committee for Guam to improve long-term economic planning between the federal government and govguam.
