Moylan, GVB renew push to add the Philippines to Guam-CNMI visa waiver program

Guam’s push to boost tourism and strengthen regional ties just got a powerful boost in Washington, DC. Congressman James Moylan is renewing efforts to include the Philippines in the Guam-CNMI visa waiver program, and he’s got backing from the island’s tourism sector.
In a formal letter to Homeland Security Secretary Kristi Noem and Secretary of State Marco Rubio, Moylan argues the Philippines meets security standards and more importantly represents a strategic and cultural ally in the Indo-Pacific.
GVB president and CEO Regine Biscoe Lee Is all in—calling the move a potential game-changer to revitalize tourism, remove barriers to travel, and open new doors for local business. Moylan stated, “Guam isn’t just the tip of the spear—we’re the first impression and gateway to America for many in our region.”
The push now—to get federal agencies to formally explore the Philippines’ inclusion and further unlock Guam’s potential on the world stage.
