Woman arrested for stealing power, tampering with meter

A woman is under arrest for stealing power from the Guam Power Authority.
According to court documents, police responded to a reported theft of utilities at a residence in Chalan Pago back in October of last year.
A GPA employee identified the power account to be under 32 year old Krystal Lynn Cruz.
GPA’s control center lost contact with their meter at Cruz's house. When the employee came to do an assessment, he found the meter box was tampered with and the meter was missing.
But there was still power running through the house, as the wires had been rewired “to bypass the meter’s mechanisms, having been spliced together to diver electricity around the meter.”
Court documents state the GPA employee told police this was not the first time the house had its meter tampered with or disconnected for non-payment.
Police found the meter box and the meter itself was missing, and confirmed the wires appeared to have been tampered with.
Cruz was arrested on Sunday after another officer encountered her, who they recalled having an open “theft of utilities” case.
Cruz is charged with theft of utilities as a 3rd degree felony with a special allegation of crimes against the community, theft of property and criminal mischief.
