The Superior Court of Guam has granted Governor Lou Leon Guerrero's request for a preliminary injunction, halting the Office of the Attorney General’s  execution of a $1 million hotel contract tied to the Dignity Project. 

The 28-page ruling comes just days after closing arguments, with the court siding with the Governor’s argument that the OAG failed to obtain required executive approval and likely violated procurement laws. 

The court found the contract, dated April 15, 2025, did not meet legal thresholds for sole-source procurement and bypassed centralized accounting processes under the department of administration.

In its decision, the court stated, “The expenditure of this large sum required a careful and lawful procurement and approval, and that just did not occur in this case.”

Governor Leon Guerrero reacted swiftly to the ruling, saying, “The Attorney General has gone unchecked for far too long, spending enormous sums of money without regard for the law. Today's decision validates that the Attorney General is not above the law and must comply with the same rules as every other agency.”

Adelup Director of Communications Krystal Paco-San Agustin echoed the Governor’s sentiment, adding, “If the AG wants to hold others accountable, he should start by taking a good, hard look in the mirror.”

A status hearing in the case is set for July 23, 2025, at 3 p.m., where parties will address next steps.
