It happened late Tuesday night, around 9:30p.m. at the Hagatna detention facility.

According to a source close to the investigation, an incoming corrections officer met with the outgoing officer near the control area, standard procedure during shift change.

But what wasn’t standard? The handoff that followed.

Authorities say the incoming officer gave an inmate two boxes of Raisinets. One appeared harmless.

The other?  Contained a plastic bag with what’s believed to be methamphetamine.

An alert corrections officer witnessed the exchange and stepped in. The inmate reportedly became nervous during inspection, raising even more red flags.

A shakedown of the area near the inmate's cell soon uncovered another find: Suspected tobacco hidden in a nearby trash bin.

All evidence was confiscated.  According to DOC Director Fred Bordallo Jr., the Guam Police Department was immediately contacted and launched a criminal investigation.

The case has already been partially referred to the Attorney General’s Office. For now, both the officer and the inmate involved are under scrutiny.

Bordallo confirmed the officer involved was immediately placed on administrative leave with pay, pending the outcome of the internal investigation.

As investigations continue, the department says it remains committed to rooting out corruption and maintaining the safety and integrity of its correctional facilities.

We should note that this is the third shakedown in as many weeks.
