Prison shakedown leads to seizure of contraband and arrests

In a coordinated enforcement operation led by Department of Corrections and organized by Warden Allan Borja, a midnight search shakedown was conducted on Friday, May 17, at the Adult Correctional Facility in Mangilao.
Corrections personnel from multiple units—including the Special Operations Response Team, Strategic Threat Intelligence Unit, Parole Division, DOC K9 Teams, and Guam Customs & Quarantine K9 Unit—executed the operation across select inmate housing units. The sweep resulted in the seizure of various contraband items, including suspected drugs and homemade weapons.
A criminal investigation into the promotion of prison contraband was immediately initiated, with the Guam Police Department notified for follow-up.
GPD confirmed that eight inmates were arrested in connection with the discovery: Frank Alex Aguigui Chargualaf, Mallo Magoff Sally, Alaph Mounik, Gibson Billias, Marvin Sani, Joseph Agato Sakura, Bernardino Kanistus and Bryan K. Matheus
The inmates were transported to GPD’s Central Precinct Command and subsequently booked and re-confined at DOC. All cases have been forwarded to the Guam Attorney General’s Office for prosecution.
Director Bordallo emphasized that all DOC investigative reports are being submitted for review, with the goal of pursuing full prosecution to the fullest extent of the law—a key measure in deterring criminal activities within Guam’s correctional system.
