The Guam Housing and Urban Renewal Authority is set to hold their first of three public hearings on Thursday to discuss how some $500.8 million in federal disaster recovery funds should be spent.

This is part of their Community Development Block Grant – Disaster Recovery “Fix in Six” program.

The hearing will be held at 6:00pm on May 15th at the Guam Legislature Public Hearing Room.

During the hearings, officials will present and discuss the Draft Action Plan for the anticipated federal funds that Guam will receive from the U.S. Department of Housing and Urban Development (HUD). These funds are designated to support recovery efforts following Typhoon Mawar.

The project will not impacted by ongoing budget talks nationally, according to GHURA.

As reported, the Bureau of Budget Management Research identified the CBDG program as one of the federal funds potentially at risk for Guam.

President Trump’s proposed budget for FY26 aims to eliminate the CBDG program entirely.

But GHURA’s “Fix in Six” Public Information Officer Tyler Mortera clarified that the CDBG program is separate from the Community Development Block Grant- Disaster Recovery program.

“Both programs support community needs such as affordable housing, infrastructure improvements, and economic development. However, while the standard CDBG program is annually funded, the CDBG-DR program is allocated from supplemental funding and is specifically designed to provide supplemental disaster recovery assistance,” Mortera explained.

“Until the budget is finalized, GHURA remains committed to serving the island and will continue to advocate for the federal programs it administers, should they be at risk,” she added.
