Attorney General drafts rules for chemical castration program
A total of 846. That’s how many sex offenders Guam currently has in its registry.
Those statistics were about the same nearly a decade ago when the Chemical Castration for Sex Offenders Act was signed into law.
It would impose treatment of castration for convicted sex offenders who are eligible for parole or post prison supervision.
Guam's Attorney General Doug Moylan today sent draft rules to the director of the Department of Corrections Fred Bordallo in hopes to finally get the program off the ground.
Also known as the Hormone or Anti-Androgen Pilot Treatment program, the AG asked the DEPCOR director to expedite reviewing the draft rules.
Moylan stated it was developed following a survey of various mainland state programs that are similar to Guam's statutory requirements.
He added, “I am confident that our working cooperatively will result in a safer Guam and fulfill the intent of our legislature.”
