Still no confirmation of closed Democrat primary

The number of registered voters has increased to nearly 56,000.
That was the update from Guam Election Commission (GEC) Executive Director Maria Pangelinan at a board meeting Thursday night.
Another 375 voters were added since November, mostly through the “motor voter” program, where you can opt-in when getting a driver’s license.
Pangelinan also confirmed they have yet to get official written confirmation from the democrat party whether it intends to hold a closed primary.
The GEC has asked for a signed resolution from party officers and a copy of their by-laws indicating a closed primary is allowed.
The board said it needs those before it will begin promulgating the rules and regulations for a primary that will be restricted to party members.
Board member Benny Pinaul said, “If there’s no response, there’s no response, then there’s no action required on the board’s part.”
The board Chairman, Gerry Crisostomo added, I just don’t want the party to come back to the commission that the obligation was on us to come up with the rules and regulations for a closed primary. Want to move on that but we want to get a firm commitment from the party, a resolution and the by-laws have to indicate you’re doing a closed primary.”
“I think as long as we do our due diligence we’ll be fine,” Pinaula assured.
The board agreed to send another letter to democrat party leaders, for final confirmation.
