Governor: extra revenue isn't a surplus
The final number isn't in yet, but the governor confirms that the tracking shows GovGuam did collect more revenue than projected. But any senators who may be looking to spend those funds be forewarned, the governor says there is no "extra" money.
"We don't really have a surplus, in the financial terms of surplus," she said."Because a surplus occurs when you don't have a deficit and you have more revenues. And that's certainly not our case. I came into this administration with an $89 million deficit and what I would like to do is retire that deficit and pay down our debt so then we can have the availability of more cash flow so that we can provide more services to our people."
