Attorney asks court to prohibit marijuana referendum on ballot

Guam - Local attorney Howard Trapp this morning filed a “writ of prohibition” in the District Court of Guam related to the Legislative-Submitted Referendum on medicinal marijuana.
to prohibit the referendum to be placed on the general election ballot. Before the voters is the question on whether medicinal marijuana should be allowed on Guam. Attorney Trapp has been very public about his opposition to the referendum.He argues the Organic Act prohibits the passage of the “Joaquin KC Concepcion II Compassionate Cannabis Use Act of 2013.
