Guam - The Department of Educationhas begun the planning for the implementation of the pre-kindergarten program  in all 26 elementary schools. By 2020, according to superintendent Jon Fernandez, the program will expand services beyond the existing head start and pre-gate programs over the next five years. The program anticipates to serve more than 1,000 pre-k students therefore DOE must ensure that they have the right facilities and a high quality program that will prepare children for kindergarten. Fernandez says that the foundation for early learning will begin with the adoption of high quality early learning standards. Along with the standards there will be a focus on an effective curriculum, quality instruction and an assessment of the student's progress towards meeting the standards.
