Guam - Speaker Judi Won Pat responds to a challenge by Lieutenant Governor Ray Tenorio, who challenged her to move on several bills, saying her Education Committee is not stalling on the bill nor is she being political, instead they are taking the time necessary to work through issues with funding and capacity. Won Pat adds she is absolutely in favor of pre-school education for all and just wants to make sure that funding is available to support it in the long-term. She says "otherwise we are making promises to our kids that we can't keep, and they've had enough of that already." Won Pat has since requested a mark-up of Bill 274 with the Office of Finance and Budget because she says there isn't a clear funding source.
