Bill reforms legal remedies of Guam procurement law
Guam - Senators Tom Ada and Rory Respicio have introduced legislation that would reform legal and contractual remedies in Guam procurement law. Bill 224 would address the procedures and timelines to be followed when a protest related to a solicitation, source selection or award of a contract is lodged.
While the procurement law defines a timeline when a protest can be filed, it is silent on when the government agency receiving the protest must respond. Bill 224 requires agencies respond to and resolve protests no later than 28 days from the receipt of such protests.
