Guam - A member of the Guam Army National Guard has signed a plea agreement admitting that he received more than $80,000 in overseas housing allowance that he was not eligible for.  Kenneth Pablo admits that beginning in February 2010, he was receiving a $2,200 monthly housing allowance.

The plea agreement states that Pablo claimed he was paying rent to his brother and submitted a completely false real estate lease.  After six months, Pablo began living at a completely different address.
