Guam - Legislation has been introduced that would prohibit government funds to be used for an appeal to the tax refund class action lawsuit. It was in March Gov-Guam filed with the district court its intent to appeal the final judgment and permanent injunction with the 9th circuit court of appeals. The permanent injunction mandates that refunds be paid within six months of when they are filed. Bill 85 was introduced by Sen. Ben Pangelinan. You may recall, when the intent for an appeal was filed, the democrat lawmaker said the appeal is "completely absurd and is a waste of taxpayers money." Adelup at the time responded that there is nothing absurd about managing our finances without the overreaching arm of the federal government. You can read the bill at Guam
