Guam - Vice Speaker B.J. Cruz has introduced Bill 56 which would make minor traffic offenses a civil violation. The legislation would allow Guam's traffic court division to charge minor traffic violations with a fine or citation instead of a crime.  As we've been reporting dozens of petty misdemeanor traffic cases have been dismissed simply because no prosecutor has appeared in court for the hearing. If this bill is enacted it would no longer require the attorney general to dedicate scarce prosecutorial resources to traffic violations.  According to Vice Speaker Cruz he wants every available prosecutor working to put serious criminals behind bars and that is why he introduced the bill.
