Guam - Into its second school year since opening, and finally a certificate of completion has been issued for John F. Kennedy High School.  Aside from commending DPW for their hard work through the process, Governor Eddie Calvo said there were a lot of lessons learned from the project, saying since coming into office he's directed GEDA and Public Works to ensure contractors are held accountable for delays in construction projects, especially for lease back agreements that affect our students.

JFK as we reported was behind in completion and the contractor did not have to pay liquidated damages.
