Rodriguez wants status of medical loss ratio rebates

Guam - Committee on Health chair Senator Dennis Rodriguez, Jr. has written to Department of Administration director Benita Manglona inquiring on the status of DOA's efforts to distribute the medical loss ratio rebate due to GovGuam employees who participated in the government health insurance plan for Fiscal Year 2011 plan year. In the letter, Rodriguez writes the recent rebate of approximately $8 million plus by Calvo's Selectcare to GovGuam is raising questions by plan subscribers anxiously awaiting their expected rebate.
Rodriguez further questions what methodology has DOAa developed that would be utilized to determine the appropriate percentage of the rebate due to the employee and the government employer along with when the anticipated date for distribution and whether the employee will directly receive a rebate in cash or will it be applied toward lowering premiums or plan coverage.
The government has 90 days from august first to send out the rebates. Manglona has told KUAM News there were some concerns about who exactly is entitled to a rebate and her department is working with staff at Selectcare and the insurance commissioner to make sure those are eligible receive a rebate.
