Guam - All 58 precincts have checked-in to Election Central at the University of Guam Field House in Mangilao.  Ballots are being prepared to be put into the tabulating machines. So far 10 precincts have been reconciled and cleared for tabulation, but the tabulating hasn't begun. 

The board voted earlier tonight to print out results once the first five precincts are reconciled.  GEC board member John Taitano says the Primary Election went fairly smoothly with natural glitches such as buses getting to polling sites late and some precinct officials not showing up.  "All in all, there were no showstoppers," he stated.

Taitano says he did have concerns with a barricade that had been put up at the Umatac polling site.  He arrived this morning shortly after nine o'clock to find drums and do not cross tape posted around the polling site which inhibited access for voters.  Taitano said voters had to park on the side of the street and believes it was a "miscommunication" about the requirement for electioneering to occur 50 feet away from a polling site. 

While voter turnout is estimated to be less than 40%, board members noted some "hotspots" like Yigo and Mongmong-Toto-Maite where there are numerous individuals running for mayor.   Taitano also expressed disappointment with the lack of cool air in the Field House, which is unusually hot tonight.  He said the conditions are embarrassing, as precinct officials are tired, hungry, and hot.
