Joe Shimizu San Agustin was born in 1957 on Guam, formerly of Dededo, now a current resident of Yigo. He graduated from John F. Kennedy High School in 1975 and earned his bachelors degree in criminal justice from the University of Guam in 1990.
He enlisted in the United States Army Reserve in 1977. Joe joined the Government of Guam Department of Public Safety in 1978 and then transferred to the Department of Revenue and Taxation as an Assistant Tax Investigator in 1984. As a Police Officer assigned to the Detective Division, Joe's duties emphasized in serious crimes such as homicide, attempted murder, aggravated assault to include burglary, stolen vehicles and counterfeiting cases. As an Assistant Tax Investigator, Joe conducted investigations on suspected tax evasion and internal investigations within the Department of Revenue and Taxation.
Joe went on active duty (Active Guard/Reserve) for the Guam Army National Guard in 1984. He served between 1983 thru 2004, as a senior enlisted in a variety of positions within the command structure of the Guam Army National Guard from unit level to command level. Positions varied from Food Service Supervisor, Operations, and Training Non-Commissioned Officer (NCO); First Sergeant, Non-Commissioned Officer Education System (NCOES) Commandant; Plans, Operations and Military Support Non-Commissioned Officer In-Charge (NCOIC); Alternate Security Manager; Response Activity Coordinator; Command Physical Security NCO to include Chief Supply NCO and Operations Sergeant Senior NCOIC.
His positions required him to be knowledgeable in food service operations, logistics, supply, organizational structure (at the command level), management of the enlisted school house (Military Academy), Military Support to Civilian Authorities, finance, data processing, auditing, contractual requirements, as well as short and long range planning for organizational operations and training.
After retiring from active duty Joe returned to the Department of Revenue and Taxation and was employed as a Motor Carrier Inspector later to be reassigned as an Assistant Tax Investigator in the Criminal Investigation Branch. Joe was elected as a member of the 3rd Guam Education Policy Board for the Lagu District (Dededo and Yigo) in 2006, and elected among his peers as the Vice Chairman of the Board. He was appointed as the Chairman of the Finance and Facilities Committee. In January 2008, he was elected by the majority of his peers as Chairman of the Education Policy Board. In November 2008
he was re-elected to the 4th Guam Education Policy Board and re-elected by the majority of his peers as Chairman in 2009 and 2010 for the Education Policy Board. Joe currently serves as a member in the Governor's Education Task Force.
