Guam - There is no local or federal money available to address the District Court's concerns about the safety of Route 4, specifically for the construction of shoulder enhancements from Ylig Bridge to the new landfill. In a declaration filed in the District Court, Department of Public Works deputy director Carl Dominguez states that the project is not eligible for federal funding because the project is not included in DPW's 2012 to 2015 Territorial Transportation Improvement Plan.

In fact, Dominguez estimates that it would take three to four years to amend the TTIP and request for federal funding.  The shoulder enhancements are pegged at four million dollars, something the local government can't foot the bill for, either.
