Guam - Governor Eddie Calvo may have assured the release of the 15% reserve on the Department of Education, but according to Public Auditor Doris Flores Brooks, until the agency physically receives the funds, DOE will stay in the "C" watch.

Brooks explains that DOE continues to expend more than allotted, and it isn't clear if the agency has been hiring despite a hiring freeze. DOE representatives will provide a copy of hiring data at the next Guam Department of Education Financial Supervisory Commission meeting, set for April 25.
