Lack of money prevents Judiciary from random drug testing

Guam - A lack of funding and the need to update policies are the main reasons why the Judiciary of Guam has not implemented random drug testing for the last three years. During a recent court management meeting, Administrator of the Courts Perry Taitano expressed a desire to begin doing the testing in light of the recent situation at the Guam Power Authority, where a handful of employees assigned to the Transmission and Distribution unit tested positive for drug use.
While drug testing is mandatory for law enforcement, the Judiciary is looking to revise its policies on testing and identify funding to begin testing court employees randomly.
