Guam - Senator Ben Pangelinan is chastising the Calvo Administration for not releasing funds to Department of Education that are mandated through Public Law 31-75. The law appropriated $525,000 for the payment of air conditioning, maintenance and collateral equipment for GW High School and collateral equipment for Simon Sanchez, Southern High and Agueda Johnston Middle Schools. 

Governor's communications director Troy Torres responded by saying the money isn't available, adding, "If Senator Pangelinan can ask Santa to bring down the cash from the North Pole, then that will probably solve all of our problems. Unfortunately, Santa will have to bring a lot of money with him to cover the $40 million Fiscal Year 2011 shortfall that we have to pay for this year, the $71 million shortfall from Fiscal Year 2010, and the shortfalls that have occurred every year since Senator Pangelinan has been in charge of the budget."

Torres added, "He shouldn't be making empty promises to these students and pointing a political finger to cover up the fact that the budget problems we have today are his creation."
