Guam – A measure that would provide for the safety of the visually impaired when crossing the island's roads was introduced by Senators Tom Ada, Rory Respicio, Dennir Rodriguez Jr., and Adolpho Palacios. Bill 325 is based off the National Federation of the blind and mandates drivers take extra caution when approaching a visually impaired individual with a white cane or guide dog. A local advocacy group, New Vision Guam that does outreach and assists those physically challenged by low vision and blindness, brought the issue to Ada's attention. Ada states, "Bill 325-31 utilizes the same language found in ‘white cane safety' laws established throughout the country, and ensures that we, as a community, are meeting the safety needs of all of Guam's citizens."

October 15th is also National White cane safety day that celebrates the achievements of the blind and visually impaired.
