Guam - Legislation was introduced that would permit the agency to seek individuals or companies interested in leasing its existing Talofofo Cottage Homes lot. Senator Chris Duenas is the author of Bill 261, which would in turn allow the Department of Youth Affairs to use the leasehold payment to finance the design and construction of a new youth correctional facility in Mangilao.

Duenas says it is no longer logical to have the southern facility, adding by streamlining the two DYA facilities will save money and situate the agency in the best physical location for its mission. DYA Director Adonis Mendiola agrees, telling KUAM News this has been a long thought out plan by previous directors.

He says the current facility is over 40 years old and believes the measure goes a long way to improve the conditions for the clients and staff.
