Guam - Lawmakers have begun their March legislative session today and topping their agenda the fight for Fena. Resolution 48 objects to the Navy's $300 million price tag to transfer Fena to the Government of Guam and their demand to have more than a third of the control over the Consolidated Commission on Utilities. 

The resolution instead would mandate the transfer be at no cost and insists the U.S. honors the island's rights of ownership of the freshwater resource.
