Guam - The Civil Service Commission wants clarification on the governor's executive orders to implement the new hay study. The CSC has received numerous complaints from employees who believe that the implementation of the study will result in gross inequity and possible layoffs and furloughs.

CSC executive director Naomi Lujan-Gonzales wrote a letter to the Guam Attorney General's Office last week detailing other issues such as whether the Department of Administration exceeded its authority when they included a classification review of the Unified Pay Plan rather than a compensation review as mandated by law.

Gonzalez also presented an issue where it appears new job positions were being created by the Hay Group.
