Guam - Even before the meeting was scheduled to begin, the 2nd floor conference room was standing room only and the meeting couldn't get underway until the fire department cleared it out to avoid violating the 49-person capacity.  Considering the importance of tonight's meeting, chairman John Taitano, who is off-island, made a request to participate which was denied by nay votes from all three Democrat board members.  Also denied was republican Martha Ruth's request for an explanation why the board's chairman wasn't even allowed to listen in.  

Ballot machine tech Bill McCullough went on to give his report. His findings?  Precinct 13 counted 835 ballots but the precinct only has 829 registered voters.  There were also minor discrepancies in precincts 5A and 6.  That, coupled with the slim margin of victory in the gubernatorial race prompted member Josh Tenorio to move for a machine recount of the gubernatorial race, including examinations of the blank and overvote ballots. 

The motion was passed unanimously and the recount will take place at 10am tomorrow in the 2nd floor conference room.

Meanwhile, the board went on to certify all the other races excluding the congressional delegate race in compliance with the MOVE Act and, of course, the gubernatorial race.  The board will reconvene following the recount.
