Senator Salas Matanane responds to Behavioral Health’s elopement concerns and supports safety measures

In response to concerns over patient elopements at Guam Behavioral Health and Wellness Center, Senator Sabrina Salas Matanane says she’s working closely with the agency to strengthen safety measures.
Matanane confirmed she’s been in direct contact with GBHWC Director Carissa Pangelinan following issues raised by Guam Legal Services’ Disability Law Center.
Pangelinan said interim safety procedures have been implemented, including fast-tracked holds, 24/7 supervision, facility evaluations, and police notifications when necessary.
An internal review is underway, with recommendations from advocates considered.
The center remains in good standing with accreditors and is requesting funding in FY26 to bolster staffing and operations.
