Congress passes sweeping H.R. 1 Package: Guam Impact Report underway

Congress has officially passed H.R.?1—a sweeping, nearly 900-page legislative package covering a broad range of federal priorities from defense and infrastructure to healthcare and tax policy. The bill, shaped over months of bipartisan negotiation, now awaits the President’s signature.
In response, Guam’s congressional office is preparing a comprehensive analysis of H.R. 1’s full implications for the island. In partnership with the Congressional Research Service, the report will examine critical provisions, including those impacting Guam’s unique mirror-code tax system, national defense priorities, and federal funding accountability.
“As national defense remains at the forefront, Guam’s role in the Indo-Pacific—and our community’s security—must remain a federal priority,” the statement reads. The office also emphasized the importance of transparency and oversight in how federal resources are utilized, especially in safeguarding against waste, fraud, and abuse.
A full report will be released to the public once finalized.
