For the first time since 2017, probation officers and court personnel from Guam, Saipan, American Samoa, Palau, the Federated States of Micronesia, and various federal and state courts, gathered for a comprehensive regional probation training session last week.

Organized by Judge Arthur R. Barcinas, the Pacific Judicial Council Probation Officer Training was held at the Hilton Guam Resort from April 30 to May 2,providing many regional officers with their first formal training in probation practices. 

The event was also live streamed for officers unable to participate in person.

Chief Justice Torres emphasized the importance of evidence-based training during his welcoming remarks, “Our goal is to not only improve decision-making but daily outcomes—ultimately contributing to greater safety in our communities.”

The training focused on developing strategies for diverting individuals from the criminal justice system and supporting their reintegration as productive members of society. 

Christina Ralls and Deneen Bertucci, Probation Education Specialists from the Arizona Judiciary, presented at the conference, covering topics including case management and documentation, violation behavior, motivational interviewing, and professional writing.
