The office must include offices for the chief to the advisor on economic development, the advisor on economic development, legal and research office, planning and research office, conference room and reception area.

The bid also lists two reserved parking stalls and stalls for a minimum of 20 vehicles to include "employee's privately owned vehicles and official vehicles"Lastly, the building shall provide space for a sign indicating the site is an "office of the Governor satellite office"

In a previous interview, Gutierrez told KUAM News his office would have a $250,000 budget, but that his office rent would come out of the governor's office budget.
