Belligerent man claiming he's Louis Vuitton arrested for terroristic conduct

Cell phone video captured a man clearly outraged. He was apparently yelling and cursing at people inside the Sea Grill restaurant in Tumon over the weekend, claiming to be Louis Vuitton.

A second video circulating then shows Guam Police Department officers and that same suspect being taken down on the ground.

Prison records show Francis Frank Hennegen was arrested for public drunkenness, terroristic conduct, retail theft, disorderly conduct, and resisting arrest.

Now if his name sounds familiar, KUAM files show Hennegan was arrested in 2017 accused impersonating a police officer not once but twice.
