Public hearing debates merits of anti-skimming bill

Bill 104, also known as the Anti-Skimming Act of 2017, went up for public hearing this morning. Senator Frank Aguon Jr. commended his colleagues for introducing the legislation - because there are currently no laws in place that would allow for the ban of skimmers.

Fraud Examiner and UOG Professor, Dr Ron McNinch said, "Fraud is a kind of hidden crime that we simply haven't put enough emphasis on to protect the community yet. And I think that laws like this will certainly get the conversation going and the public will become more aware and that they can become victims of these kinds of crimes."

McNinch is also hoping lawmakers establish a Fraud Crimes Registry, similar to that of a Sex Offender registry, which could potentially stop repeat offenders.
