Guam - Guam Federation of Teachers President Matt Rector is asking DOE Superintendent Dr. Nerissa Underwood to remove Robert Koss from his position as the employee management relations officer. According to a statement issued in the GFT newsletter, Rector says the union believes there may have been a ‘blatant and illegal abuse of power.'

He claims that Koss continues to ask employees if they had personal e-mail or Facebook accounts and if they had received certain communications in either one. He says these communications are personal and there should be a level of privacy.

Rector says while Koss may have the right to ask this question, employees have the fourth amendment Constitutional and Organic right of privacy, against unlawful search and seizure by the government, which may allow these employees will have the right to answer the question if they choose. Rector claims that Koss threatened employees with adverse action, which may include termination if they refused to disclose the contents.

Koss couldn't be reached for comment because the DOE offices were closed at 5pm.
