Receiver says Layon will open on time

Guam - Gershman, Brickner & Bratton's special principle associate David Manning says despite the ongoing issue over Guam Resource Recovery Partners' proposal to have a landfill in Atantano, the opening of the landfill in Layon is on track. The District Court ordered that the Guam EPA explain why they issued a draft permit for the Atantano site, as the agency determined before that it did not meet the standards of the Resource Conservation and Recovery Act.

Manning says they will also have to outline how they will make up for any loss of revenue that results from the permitting of a competing landfill. "We think that the potential permitting of a second landfill is unnecessary for Guam because the capacity at Layon will be more than enough to meet the needs of Guam," he explained. "Beyond that, it will we believe undermine the financial plan that the Government of Guam has put forward with respect to Layon."

Manning says the Layon landfill is expected to open this summer.

    Tropical Depression 27W is now a Tropical Storm. Guam and Rota  remain under a Tropical Storm Watch.     Guam in COR4, but storm shelters opening at 11pm

    Although Guam remains in Condition of Readiness 4, GovGuam will be opening emergency shelters for those who might need them beginning at 11 o'clock tonight.  The shelters are located at the Yigo Gym, Agana Heights Gym and Talofofo Gym.
