Mayors Council of Guam appoints JoyJean Arceo as new executive director

The Mayors Council of Guam is holding a special meeting on Tuesday to discuss hiring a new executive director after their last one quit after about three months on the job.   

Former Executive Director Michael Brown, who was just officially appointed in April, resigned in June.  

MCOG President and Piti Mayor Jesse Alig declined to give a reason for his swift departure. 

To fill the vacancy, village mayors appointed former acting Chief Procurement Officer Joyjean Arceo. 

Barrigada Vice-Mayor Jesse Bautista nominated Arceo during the meeting. 

“Okay. So there is a nomination, a motion on the floor, to appoint JoyJean Arceo as the executive director of the Mayors Council of Guam,” said Alig. 

In a phone call with KUAM, MCOG President and Piti Mayor Jesse Alig explained they wanted to pick a candidate who was proficient in government procurement. 

“JoyJean came up as one who we know could work with the 19 mayors, admin and staff to correct the problems that we’ve had in our procurement processes. Also to make it so that the work that we do is efficient, efficient in that the items, products and services we provide get to the 19 villages in a timely manner and that vendors are paid in a timely manner as well,” said Alig. 

As the new executive director begins employment with the village mayors in the coming days, he hopes she can shore up three areas of concern, to include their procurement process, operations and their staffing shortages. 

As KUAM reported, the position was first vacated last December after long time Executive Director Angel Sablan retired after 15 years, a short lived retirement as he was quickly tapped to serve as the Director of Parks and Recreation.
