Could Guam have representation in the U.S. Senate?

Before Congress adjourned for the holiday, Congressman Michael San Nicolas introduced H.R.5526. According to Congress.gov H.R.5526 would provide a nonvoting delegate to the Senate to represent American Samoa, CNMI, Guam, Puerto Rico, and Virgin Islands, and for other purposes.

Currently U.S. territories only have non-voting representatives in the U.S. House of Representatives. The text of the measure has not yet been posted. H.R.5526 was co-sponsored by Congresswoman Eleanor Holmes Norton who represents the District of Columbia, and CNMI Delegate Gregorio Kilili Camacho Sablan.

The bill has been referred to the House Committee on Natural Resources.
