This is probably something you don't see every day - a tow truck towing a car with the wheels grinding to the ground causing sparks, and the owner is still inside the vehicle.
It definitely caught the Guam Police Department's attention. Police pulled the tow truck over near the Piti Power Plant on Thursday.
Not only did they see 48-year-old Ignacio Quichocho Jr., still inside the car police but also found syringes and a heat-sealed straw with a substance inside that tested presumptive positive for an amphetamines based substance. Police also learned he had several outstanding warrants. Quichocho tried to run but was caught. He was charged with Possession of a Schedule II Controlled Substance
