Guam - Independent congressional candidate Jonathan Diaz has filed a formal ethics complaint against Minority Leader Frank Blas, Jr. In a letter to Speaker Judi Won Pat and the Guam Election Commission, Diaz states he believes an ethics violation occurred when Blas failed to recuse himself from voting in favor of Bill 488 during an emergency session earlier this month.
Bill 488 authorizes the GEC to reconfigure the Primary Election ballot to accommodate Independent candidates. Diaz argued that by failing to recuse himself from the vote, Blas violated the Legislature's Standing Rules, as he would directly benefit from this new law.
Blas is running under the Republican ticket for Guam's delegate to Congress.
