Guam - The Guam Boonie Stompers Association was one of several consulting parties that submitted their comments by today's deadline for comments for the Programmatic Agreement. But even with the changes that were made, Vice President Ed Neeley made it clear that the organization still doesn't support signing the PA in its current form.
Guam Boonie Stompers found that provisions for resolving disputes and changing consulting parties to concurring parties were both unacceptable. Additionally the organization stated it needs much more detail and clarity on the definition of Pagat, Pagat village and historical areas and a much more shared decision making process before even considering signing the PA.
Neeley has also asked for documentation to show Pagat is completely outside the standard surface safety zones of the proposed firing ranges.
