Acting Governor Josh Tenorio cast hi ballot in his home village of Talo'fo'fo on Super Tuesday morning. </p> <p>"I think we underestimate voting a lot," he shared with KUAM News at the precinct. "I've been seeing the trend of low voter turnout, and I really think that we need to pause and recognize that a lot of people from our own island sacrifice their lives so that we can vote in a free election."</p> <p>Tenorio has also already made it known that he plans to run for Adelup in two years.</p> <p>Other voters shared why they felt it was important to hit the polls, with Charlene Ngirarois from Talo'fo'fo sharing, "So excited about the vote this year. This was...wow!" Asked if the voting process was smooth and if she experienced any process hiccups, she said enthusiastically, "No. It was smooth because I already knew who I wanted to vote for because I like to research."</p> <p>Another Talo'fo'fo neighbor, Keilani Naputi, described the pace by saying, "Slow and steady - A little bit more than the primary so it looks like it's going to be a great day."</p> <p>And an anonymous voter said, "One vote counts, so it doesn't matter if you think that because your voice can be heard. You have to come out and do your duty and select those that you think will make a difference."</p> <p>Jared Roberto, who lives in "God's Country", said, "My dad's been a strong supporter for voting, and he's always on me to come down. So that's what started it. Here's what each candidate had to say.</ABSTRACT><DESCRIPTION><![CDATA[<p>21 News held an exclusive debate between incumbent Democratic candidate for Mahoning County Prosecutor Gina DeGenova and Republican candidate Lynn Maro. Here's what each candidate had to say.</p> <p>Firstly, Gina DeGenova was asked about a prosecutor's job to punish criminals, as well as rehabilitate them. DeGenova said there are some instances such as drug cases where candidates qualify for drug court and if they complete their treatment, their case would be dismissed.</p> <p>She said she welcomes diversion programs, but her duty is to keep the community safe and that she wants to help criminals, but their actions have consequences and she's committed to making sure criminals receive the appropriate consequences for their actions.</p> <p>Maro says when looking at the issue of punishment, it is up to the judge to decide rather than a jury or the state.</p> <p>Maro voiced issues with a lack of life sentences in murder cases and other violent cases in Mahoning County compared to the other two Mahoning Valley counties due to reduced sentences from plea deals.</p> <p>Maro went on to say when this issue was brought up to DeGenova, she said she didn't plan to make any changes and didn't know where she got her data from. Maro said those numbers came from the Supreme Court.</p> <p>In response to claims regarding certain cases being dismissed including a rape case, DeGenova clarified that the reason the rape case was dismissed was because the accused suspect died before being convicted and you can't convict a dead person.</p> <p>DeGenova went on to say if someone's murder charge is reduced to a manslaughter charge, they are not getting a "slap on the wrist."</p> <p>DeGenova was asked about communication with victims and how that could be improved. DeGenova said victims are notified in regards to hearing dates and have the right to appear at all hearings through text and email alerts.</p> <p>DeGenova said plea deals are required to be discussed with victims and it is a "collaborative effort" to finalize a plea deal.</p> <p>However, Maro noted a case where a police officer who was a victim of a crime was not notified that a plea deal was reached where multiple charges were dismissed from a plea deal including assault on a police officer, resisting arrest and obstruction of justice.</p> <p>Maro said that officer only found out about this from a newspaper article.</p> <p>Maro was then asked about how prosecutors could make sure no one is convicted based on situations like race, poverty, etc.</p> <p>Maro noted racial issues in cases such as the Rowan Sweeney murder case saying that three Black men were charged in that case, but a white woman in the house was not charged despite destroying evidence by deleting text messages.</p> <p>DeGenova responded by asking her to name a case decided based solely on someone's race, economic situation or where they were from.</p> <p>DeGenova was then asked about pending litigation against her by Marty Desmond regarding the firing of an employee. She responded stating that the allegations in the lawsuit are untrue Maro is using personal issues involving her and her estranged husband for political gain.</p> <p>Maro denied DeGenova's allegations.</p> <p>Maro was then asked about her what she would do differently when it came to plea deals. Maro responded that Mahoning County is "plea bargaining away [its] most violent offenses."</p> <p>Maro went on to say plea bargaining on murder cases is not happening as much in other Valley counties compared to Mahoning County. She went on to say if you bring a death penalty specification on a case, it should not be dismissed.</p> <p>DeGenova says she has never processed a death penalty case as county prosecutor, but pointed out that the case where the death penalty was dismissed was the Rowan Sweeney murder case where the death penalty was dismissed because of an agreement for the suspect to testify in the case.</p> <p>DeGenova went on to say Sweeney's family is pleased with the sentences handed down to all three suspects and that all three were prosecuted to the fullest extent of the law.</p> <p>In Maro's closing statements she stated she decided to run because she was frustrated with the delays and dismissals in cases, as well as cases being lost because "rules weren't followed."</p> <p>"When you continually wait until a few days before trial to give a witness list or to give all of the evidence and then you want to blame the defense attorney for saying 'that's not what the law requires. We need a continuance' and say it's the defense attorneys shows the flippant attitude towards the constitutional structure that was created hundreds of years ago to ensure justice. We don't have that in Mahoning County," Maro said.</p> <p>"Go on any docket when there's a trial set and the defense attorney requests a continuance and you will see within a few days supplemental discovery from the state. That isn't how it's supposed to be," Maro continued.</p> <p>In DeGenova's closing statements, she noted her experience stating that she's handled over 2,500 matters in cases during her time as assistant prosecutor, a chief assistant and as prosecutor.</p> <p>She also noted she works directly with law enforcement and has received a great deal of support from law enforcement in her campaign for county prosecutor and once against mentioned the litigation against her.</p> <p>"I don't pull punches. I don't use gutter politics to gain political advantage by using the estranged husband in a bitter divorce. ... If they thought that filing this lawsuit or this petition saying the most egregious things about me would hurt me or make me quit, they're wrong. I am here. I have dusted myself off and I can't wait to continue to be the community's prosecutor," DeGenova said.</p> <p>DeGenova then promised voters that they would get "the best staff with the highest experience and a devotion to [Mahoning County]" if they vote for her come November.</p> <p>"I will protect your families. They are indispensable. ... Voters can gauge a candidate's competence and skills through their current or former occupations and their demonstrated ability to handle responsibility," Alberini said.</p> <p>Alberini says Republican candidate for Trumbull County Recorder Dawn Zinni is not qualified for the position noting several lawsuits against her in the Trumbull County Court including over $250,000 in default judgments.</p> <p>Alberini went on to say there were three more cases in the Central District Court in Cortland for credit card defaults.</p> <p>Additionally, Alberini discussed Republican Clerk of Courts candidate Randy Law noting his removal as chairman of his party and that he has been delinquent on his taxes according to Trumbull County Auditor records.</p> <p>"We all understand that some may fall on temporary hard times, which are not of their own doing such as a factory closing or a family health crisis, but this is not the case here. Voters should look for patterns. Just as qualifications matter, so does personal responsibility," Alberini said.</p> <p>Alberini went on to discuss Democratic candidate for Trumbull County Recorder Tod Latell's qualifications noting that under his leadership, the Recorder's Office has been recognized as one of the best managed in the state.</p> <p>Additionally, Alberini said Latell has been chosen to lead as Recorders' Division Director of the International Association of Recorders.</p> <p>Alberini then discussed Democratic Clerk of Courts candidate Jennefer Holland stating that she's served in the courts for nearly 20 years in various roles, eventually being promoted to Chief Deputy Clerk supervising the Common Pleas Court's Juvenile Division.</p> <p>21 News reached out to Trumbull County GOP Chair Mike Bollas on these two candidates and the issues discussed.</p> <p>Bollas told us he could not comment on Zinni since he was unfamiliar with the court cases in question, but said the Trumbull County GOP does not support Law's campaign since he was removed as chair and has "held a grudge" and "badmouthed" the party since then.</p> <p>Candidate for Trumbull Recorder Dawn Zinni responds to a Democrat party news conference, and lawsuits filed against her trucking company.</p> <p>"My trucking company flourished under the Trump administration but was crushed by Bidenomics,  along with 88,000 other trucking companies across our country." Zinni emphasized.</p> <p>"Fuel costs tripled to over $6.00 a gallon. Insurance and maintenance costs more than doubled," Candidate Zinni said.</p> <p>Zinni explained some of the lawsuits are being resolved with a plaintiff accepting the trucks back.</p> <p>Zinni states she has been a Registered Nurse for 25 years and has managed 7 medical practices.</p> <p>"I am a home health Registered Nurse and I keep accurate records as a profession.  One mistake can make the difference between life and death," Zinni said. </p> <p>She tells 21 News she will be a full time Recorder for Trumbull County unlike her opponent who works as a Realtor. </p> <p>"I have a plan to increase office hours to 6 p.m. two nights a week to better meet working people's needs, which is something my opponent has not done, Zinni added.</p> <p>"I intend to record deeds, mortgage documents, durable power of attorney, medical power of attorney, VA paperwork, and documents when they are filed. This is what some other counties such as  Cuyahoga County do. They record the documents and give you the documents back, Zinni emphasized.</p> <p> This way people don't have to miss work to return to the office, or wait days for a record sent by mail. Former Congressman Michael San Nicolas had the least votes among the three.</p> <p>Cruz will go up against the incumbent Del. James Moylan, a Republican who is currently serving his first term. </p> <p>All candidates in the senatorial race for the 38th Guam Legislature got enough votes to advance to the general in November. </p> <p>The top primary vote getters under the Democratic ticket were Therese Terlaje, Chris Barnet, Joe San Agustin and Tina Muna Barnes.</p> <p>The GOP candidates to receive most votes include Tony Ada, Sabrina Salas Matanane, Frank Blas Jr., and Jesse Lujan. </p> <p>A total of 15 of the 25 candidates will ultimately be elected to serve in the legislature. </p> <p>Several mayoral races were highly contested as multiple longtime mayors decided to retire from their positions. </p> <p>The GEC will meet to certify the results below ahead of the Nov. 5 general election. </p> <p>The community is encouraged to participate as the primary race was met with very low voter turnout. </p> <p><em><span style="text-decoration: underline;"><strong>2024 PRIMARY ELECTION RESULTS; as of 2:12 a.m. </strong></span></em></p> <p><span style="text-decoration: underline;"><strong>CONGRESS - The</ABSTRACT><DESCRIPTION><![CDATA[<p><span style="font-weight: 400;">The Guam Election Commission noted several signatures in candidate packets submitted to their office appeared to have been forged.</span></p> <p><span style="font-weight: 400;">GEC Executive Director Maria Pangelinan told the Commission that some packets had questionable signatures and addresses.</span></p> <p><span style="font-weight: 400;">The names of the candidates however, were not discussed at Wednesday’s meeting.</span></p> <p><span style="font-weight: 400;">Pangelinan said the candidates have been contacted about the issue. This will include the Liberation holiday on July 22.</span></p> <p><span style="font-weight: 400;">Early voting will be held from 10 a.m. to 6 p.m.</span></p> <p><span style="font-weight: 400;">“Based on the information that we’ve collected, the staff and I believe that we can accommodate our voters on those days. The trend is that the first few days we don’t see very many voters. She shared how teens like her know of the issues by following what’s reported by the media.</span></p> <p><span style="font-weight: 400;">“Now if the government can work with these news stations and utilize this reposting and the instagram algorithm, maybe more awareness will be raised on when you can vote and how you can vote and that even online registration is a thing. Usually, people don’t want to go to the DMV because you think there are long lines. To get rid of that stigma, we can tell people they rush to vote online. It saves the hassle and once they are registered to vote then obviously they would be more likely to vote. So I think utilizing social media to target the young voters is a really big thing that we need to incorporate into the future,” said Cho. </span></p> <p><span style="font-weight: 400;">Low voter turnout was also an issue discussed.
